Greener Horizons: UK Introduces Sustainable Aviation Fuel Mandate

The skies over the UK are set to become greener with the introduction of the Sustainable Aviation Fuel (SAF) Mandate, effective from January 1, 2025. Aiming to transform the aviation industry's environmental footprint, this new regulation marks a pivotal step in reducing carbon emissions and fostering a sustainable future for air travel.

Ambitious Targets for a Greener Future

Under the SAF Mandate, all flights departing from UK airports are now required to use a minimum of 2% sustainable aviation fuel. This percentage will progressively increase, reaching 10% by 2030 and an impressive 22% by 2040. These goals reflect the UK’s commitment to combating climate change and setting a global standard for sustainable aviation.

The Department for Transport has labelled these targets as “ambitious but achievable,” estimating that by 2030, around 1.2 million tonnes of SAF will be supplied annually—enough to enable aircraft to circle the globe 3,000 times.

What is SAF?

Sustainable aviation fuel is a cleaner alternative to conventional kerosene-based jet fuel. Produced from sources such as agricultural waste, household waste, and used cooking oil, SAF can reduce carbon emissions by approximately 70% compared to traditional jet fuel. Moreover, it can be blended with kerosene up to 50% without requiring modifications to aircraft engines.

Although SAF production remains more expensive than traditional fuels, the price gap is expected to narrow as global production scales up.

A Catalyst for Economic Growth

The SAF Mandate is not just an environmental initiative—it is also an economic opportunity. Aviation Minister Mike Kane emphasized that the mandate will support thousands of skilled jobs across the UK, stimulate economic growth, and position the nation as a leader in clean energy innovation.

“From this moment on, aviation will be a greener, more sustainable form of travel,” Kane stated. “The mandate will deliver our Plan for Change, helping grow the economy and enabling people to travel sustainably.”

Industry Endorsement and Challenges

The aviation sector has broadly welcomed the SAF Mandate. Tim Alderslade, CEO of Airlines UK, hailed it as a "powerful and practical tool" to reduce carbon emissions, while Duncan McCourt, Chief Executive of Sustainable Aviation, described SAF as "a critical component" in the industry’s path to achieving net-zero emissions by 2050.

However, challenges remain. Expanding the range of eligible feedstocks and implementing financial incentives to lower production costs are crucial for ensuring the mandate’s success. To address these challenges, the UK government has pledged to introduce a revenue certainty mechanism. This mechanism will attract investment in SAF production facilities and provide long-term confidence to investors and producers.

Revenue Certainty Mechanism

The government’s proposed revenue certainty mechanism is designed to reduce financial risks for SAF producers and ensure a steady supply of sustainable fuel. By guaranteeing revenue, the initiative aims to catalyse domestic SAF production, create jobs, and enhance the UK’s competitive edge in the global market.

A consultation on the mechanism is expected to launch early this year, further solidifying the UK’s commitment to decarbonising aviation.

The Road Ahead

The SAF Mandate is a cornerstone of the UK’s broader Jet Zero strategy, which envisions a future of net-zero aviation by 2050. The recent launch of the Jet Zero Taskforce underscores the government’s determination to achieve this vision through collaborative efforts with industry stakeholders.

Karen Dee, Chief Executive of AirportsUK, highlighted the significance of the mandate in driving innovation and investment. “We will continue to work with all parties to ensure there is homegrown supply and that the UK benefits from this new industry through jobs and investment,” she stated.

By introducing the SAF Mandate, the UK has positioned itself at the forefront of the global movement to decarbonise air travel. This bold initiative not only addresses the urgent need for climate action but also establishes the UK as a pioneer in sustainable aviation practices.
